Plumbing Work Covered Under This Agreement
Last updated: October 2026
E2E-small-city-plain-ai handles repairs, fixture replacement, drain clearing, water heater service, and related residential plumbing for homes in Dover, DE. All work follows the Delaware Plumbing Code and locally adopted International Plumbing Code provisions, and our technicians hold the Delaware contractor license required for plumbing work.
Some jobs fall outside this agreement and need a separate written contract, including whole-home repiping, major bathroom or kitchen remodels, well and septic work, and heat-pump equipment subject to EPA refrigerant rules. Replacement work may also require a permit from the City of Dover Department of Planning and Inspections we verify permit needs before starting any replacement.
Materials we install meet Safe Drinking Water Act lead-free requirements. Questions about scope can be directed to the Delaware Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners or the Delaware Division of Professional Regulation for licensing verification.
Booking, Rescheduling, and Cancellation Terms
Appointments can be scheduled by phone during business hours. When you book, we confirm an arrival window rather than an exact minute, since repair times vary from home to home. We call ahead if a prior job runs long.
If you need to cancel or move an appointment, please give at least 24 hours notice. Cancellations with less notice may be subject to a trip fee, especially for emergency call-outs where a technician was dispatched to your address.
If we discover additional problems once work begins a hidden leak behind a wall, for example we stop, explain the finding, and get your approval before proceeding. No scope changes happen without your sign-off. If a delay is on our end, we will reschedule at the next available opening at no extra charge to you.
Quotes, Pricing, and When Payment Is Due
Before most jobs start, we provide a written estimate outlining labor, materials, and any permit costs. Estimates are based on what is visible at the time of inspection; if conditions behind walls or under floors change the picture, we issue a revised quote for your approval before continuing.
Payment is due upon completion of the work unless a different arrangement is stated in writing on your estimate. Larger projects may be structured with a deposit and a balance due at completion. We accept standard payment methods, which our office confirms when scheduling.
Permit fees, when the City of Dover Department of Planning and Inspections requires a permit, are listed separately on your quote. We do not add unapproved charges after the fact if a cost changes, you approve it first.
Our Workmanship Guarantee
E2E-small-city-plain-ai stands behind the quality of its installations and repairs. Workmanship is warranted for one year from the completion date if a joint we soldered fails or a fitting we installed leaks because of how the work was performed, we return and correct it at no labor charge.
Manufacturer warranties cover the equipment and parts themselves, such as water heaters and fixtures. Those warranties are provided by the manufacturer, and we supply the documentation so you can register products and file claims directly.
Coverage does not apply when the failure results from freezing, misuse, unauthorized repairs by others, hard-water damage, or alterations made to our work after completion. Normal wear and tear is also excluded. Keep your invoice, as it serves as proof of the warranty period. Questions about a specific repair can be answered by calling our office.
Limits on Liability for Plumbing Services
Our responsibility for any claim connected to work performed is limited to the amount you paid for that service. We are not responsible for pre-existing conditions, including corrosion, aging pipes, previous improper repairs, or water damage that occurred before our arrival.
We carry the licensing and insurance required under Delaware law, and our work is performed to the Delaware Plumbing Code and applicable International Plumbing Code provisions. Where replacement work requires a permit, we pull it through the City of Dover Department of Planning and Inspections before starting, and required inspections are part of the job.
We are not liable for indirect or consequential losses, such as spoiled contents or lost rental income. Nothing in these terms limits liability where doing so would violate Delaware law. If a third-party utility issue causes the problem a municipal supply failure, for instance the responsible party handles the correction.

Evan Brooks
Service Expert at Dover Pipe & Water
I learned plumbing on jobs across Dover, where older homes and newer construction each bring different challenges for water lines and fixtures. I started this company to give local homeowners clear explanations and careful help with leaks and water heater replacements, while keeping Delaware licensing and permit requirements in view.
